Bürgermeister ("magistri"), Ratsmänner ("consules") und alle Bürger der Städte Mainz, Worms, Speyer ("Spir") und Oppenheim beschließen, das fortan Personal- und Realarreste zwischen ihren Bürgern statthaben sollen ("quod si aliquis civis in civiratibus premissis mutuum contraxerit vel aliquem contractum sub credito vel vendito fecerit, civis ille mutuans vendens sive credens a tali sive a talibus de hujusmodi mutuo, credito, atque vendito sibi faciat fieri debitam cautionem, ita quod pro huiusmodi mutuo predicto credito sive vendito nullus alius civis in persona seu rebus molestetur in persona seu rebus molestetur [so wiederholt!] impugnetur seu aliquatenus arrestetur sed contra principalem debitorem in sua civitate et extra actionibus debitis proecedatur prout juris fuerit et consuetudinis in civitatibus supradictis").
