Die Bürgerschaft zu Hallein, welcher Eb Bernhard auf Widerruf erlaubt hat auf dem niedern Turm beim Mauthaus ein Gefängnis anzulegen, reversiert sich, diesen Turm auf jedesmaliges Begehren wieder auszuantworten.
