Gregorius episcopus scruus seruorum dei uencrabili fratri
archi- episcopo coloniensi salutem et apostolicam benedictionem. Etsi non sit apud nos
perceptio personarum, ut cuiquam contra iustitiam de- feramus, quia tamen ratio
equitatis exposcit, ut cuique honorem proprium conseruemus, intellecto, quod nonnulli
a sede apostolica delegati delegata sibi iurisdictione improuide abutentes contra
dele- gantis intentionem in te suspensionis et interdum excommunicationis sententias
temere iaculantur propter quas1) sepe fatigaris laboribus et expensis, nos
fraternitatis tue precibus inclinati authoritate tibi presentium indulgemus, ut nullus
preter legatum a nostro latere destinatum suspensionis uel cxcommnnicationis
sententiam sine spe- ciali mandato sedis apostolice audeat promulgare.
Papst Gregor IX. gesteht dem Erzbischof Heinrich von Koln auf dessen Bitten zu,
dass sein Legat nur auf seinen speciellen Auftrag snspen- diren und excommuniciren durfe.
